Philip Small was born in Washington, DC. He came to Cleveland in 1904 and attended Adelbert College of Western

Reserve University from 1909 to 1912 and received a Bachelor of Science degree from Massachusetts Institute of

Technology in 1915. He lived in Cleveland Heights and Hunting Valley. He was the Hunting Valley building

commissioner and member of the board of zoning appeals. He served as a member of the Western Reserve University

board of trustees and board of supervising architects. He was a member of the Union, Country, and Hermit Clubs and was a

fellow in the American Institute of Architects. The firm of Small and Rowley specialized in traditional colonial and

English revival architecture. He resided at 2898 Kingsley in Shaker Heights, with an office in the Terminal Tower. He was

listed as a registered architect in the November 1940 Ohio Architect. He lived at 1298 Westover Road in Cleveland

Heights. He died at the Cleveland Clinic Hospital and was buried in Lake View Cemetery. - Cleveland Landmarks Commission
