The original pier, built to carry sewer waste 1600 ft (488 m) into the Pacific Ocean (this practice was stop in the 1920s) was the first concrete pier built in the United States. Beginning in 1925 a retired sailor named Olaf C Olsen began running a fleet of fishing boats for recreational fishing; Elzie C Segar based his cartoon character, Popeye, on Olaf.
