( 27 November 1746 - 26 February 1813 ) As Chancellor of the State of New York, Robert Livingston administered the first Presidential oath of office to George Washington at Federal Hall (1789) in Manhattan. As President Thomas Jefferson's minister to France, he negotiate the Louisiana Purchase (1803). He also provided financial backing to Robert Fulton to perfect his steamboat, securing a monopoly on steam navigation on the Hudson River.
