Alfred Haines

(1845-1934) Alfred Haines was born in Center County, Pennsylvania, served as a private in the Iowa State Regiment during the Civil War. After the war, Haines returned to Iowa to practiced law in Vinton and was elected mayor. After moving to Parker, Dakota Territory he was a member of the First Constitutional Convention of South Dakota. Mr Haines moved to Chula Vista, California in 1887 with his wife and children. Haines was instrumental in creating the Imperial Irrigation District in Imperial Valley in Southern California, organizing it as a corporation, determining its boundaries and negotiating water rights.
